Stephen Morrison - Global Health Policy

Stephen Morrison is Senior Vice President and Director of the Global Health Policy Center at the Center for Strategic and International Studies (CSIS), where he leads one of the leading programs in Washington focused on global health security, pandemic preparedness, and humanitarian health response. His work centers on how governments, international organizations, and public-private partnerships respond to major health crises, with a particular emphasis on strengthening systems to prevent, detect, and respond to emerging infectious diseases. Morrison is widely recognized for his analysis of U.S. leadership in global health and the policy choices that shape international emergency response efforts.

Over a distinguished career spanning government, academia, and policy research, Morrison has served in senior roles at the U.S. Agency for International Development and the U.S. Department of State, where he worked on humanitarian and development issues across Africa and Asia. He has been a leading voice on responses to major global health emergencies, including HIV/AIDS, Ebola, and COVID-19, and frequently advises policymakers on how to build more resilient and equitable health systems. Through his research, writing, and public engagement, Morrison continues to shape critical debates on how the world prepares for and responds to complex health and humanitarian crises.
